CSS In combination with <normal>

Is it possible to put some CSS in just the in the forum_home template (where it displays some the forum select and descriptions)? I'm interesting it giving it a low grade "Glow" effect in order to make text more visible.

Or do I have to find <normal> and just put that into the template?

If so, how would I go about doing that?
