Placing a border around vBulletin

ok i have done exactly what it said. it doesn't come up right for the forum home. everything else, work fine except that page.

and if i modifiy the html to make the forum home work, the other messes up.

do u get what i am saying?

i dunno if ne1 can help me or not. i have posted at pixel board but i doubt ne1 is gonna help me.
