Add settings and setting group to the vboptions settings panel

I'm working on porting a hack that has multiple settings within a couple setting groups and I'd like to have them be part of the normal vb Options and not have their own navpanel since they'll be used so rarely once set and it would be wasting real estate on the nav panel.
