Requiring Users to Read New Guidelines Before Posting Again

I've recently update the guidelines and rules for posting on my forum (http://boards.soapcentral.com) and I want to know if there is a way to require all already registered users to have to read the guidelines and certify that they have read the new guidelines before being able to continue posting on the boards. Meaning, that until they say that they have read the revised guidelines, they cannot post -- even though they are already registered.
