Where to put this Code

I am trying to get my New pms blinking like on this site. i jhave the coding and the animated gif i got it from vbulletintemplates.com however i cant get it to show up like here in the spot vb.org has it in the Pm Box Area. Please Advise ive tried it in sevral locatios of my navbar template but just cant quite get it right.
