unregistered users get once a day a info page hack?

For the unregistered users I like to see that they will see once a day (HTML) info page about the website!

Er is a popup something, but is not once a day and not working voor v.3.03: https://vborg.vbsupport.ru/showthread.php?t=61647

And a simpel something is:

But still not once a day. So is there somebody with a idea? Would be wonderfull!
