Confining a member to one forum only

Hi guys :banana: I was hoping to just use htaccess to do this but dont know it enough to do it the way I would like to ( or if it's even possible)

We are a ban-free forum, but we do have a "time out" or "Confinement" forum where we put really really bad members. What I wanted to do is put a redirect on their IP address to keep them in this specific forum no matter what they do (if they log out to reregister, etc), they will keep getting redirected to just this forum, and the only way I can think of doing this would be by thier IP address.

One guy in particular who is from France and thinks its funny to continuously post pictures of mutilated little babies on our board to upset my members aranoid: and for now, this is specifically for him.
