File attachment issue. Help please

Ok, so I'm back using vbulletin for the first time in 7 years and I forgot what beast of a learning curve this thing is!
So, I have a fresh instal and I'm trying to upload files to a forum post and I keep getting an error message - attached below.
I have checked all the admin, attachment and forum permissions and they seem fine. My maximum for a PDF file is at the default setting of 20,000 (20gig).
My file is 157kbs!
This is driving me nuts ... a sign of good times ahead! I'm slowly remembering how cumbersome this software was, lol.

Any help would be greatly appreciated.
