Create new promotion based on threads started in certain forums?

Hello,

Was wondering if someone could point me in the direction on how to create a custom promotion based on number of threads started in chosen forums?

So say we want the user moved to a new usergroup once they post X number of threads in any number of the forums that we pick. Not X threads in any single forum but X total threads in the forums we choose.

I've searched around and haven't found anything.
