Default Close Quick Reply - found answer
Should have done a search first.

In vbulletin 3.7 we were able to close Quick reply and it would stay closed.

Now, if you want all the features, you need to click Go Advanced.

Can vbulletin 4.2.2 close Quick Reply? How?
