HOW TO APPOINT ANOTHER ADMINISTRATOR?

who cant view any IP ddresses

cannot view any email addresses

cannot access database

cannot junk posts PHYSICALLY,can only soft delete them?

AND PROBABLY HAVE MOST OTHER PERMISSIONS JUST NOT THESE THAT I MENTIONED,IS IT POSSIBLE?

I want him be able to access admin panel but cannot delete main administrator
