Can navbar display on pages outside of VB?

Hi,

I'm not technical, so please excuse the awkwardly composed question. I have VB 4.2. If I get someone who knows php to help me, is it a relatively simple project to make the navbar display "live" on pages outside of vBulletin? The VB navbar is so user-friendly and easy to configure for a non-techie, I would like it to display on pages outside of vBulletin so that when I make a change to it in vBulletin, those changes are "live" on the other pages it displays in as well. Know what I mean?
