Moderators can move threads to forum where they haven't permissions

Hello,
I found on my forum problm with moderator premissions.
I saw that moderator with moderating permissions on forum x1 and x2 can move posts from forum x1/x2 to forum x3,x4,x5 etc. where he haven't moderating permissions.
Where can I disable that moving?
