Force user to tick a checkbox before posting a new thread

Hello,

I would like to force users ticking a box before they will be able to post a new thread on forums like in digitalpoint.
for example

Code:

You are creating a new thread in General Marketing
Description: General category for marketing related topics.

 I believe General Marketing is the BEST section for this topic

How can I do this? I am very new to php and vb4 programming and want to learn how to do these things.
