Album Picture comment notification

Could someone create MOD that all users (with Usergroup permission in ACP) recive notification that there is new picture comment in someone album.

I know that when someone write comment, that owner of picture recive notification, but I want that everyone (I will choose usergroups in ACP) also recive Notification about new album picture comment with link to that comment.
