center and fix the "top links" &...

Hello, I've two questions i would love to get some help to fix.

1. the toplink section (log in, help, register) is "floating out","moves" when you change size on the webbrowser. How can i make it fixed to stay above my banner only?


2. I've my forumname abit above where my board is.
Under it, it says "welcome to the 123forum" I can't remember how and where i wrote this. How can i remove it?
