Multilevel Drop Down

Hi,
I am a total n00b in designing for vbulletin, what I would need is a drop down menu like this one at the top of the page (above the header)... any ideas how I could realise that??

I found https://vborg.vbsupport.ru/showthread.php?t=129074 but it is for version 3.6.8 and last updatet in 2006.... Does it work with vbulletin 4?
