How to promote/feature thread attachments at top of the forum.

Hey guys,

I have a feeling this has been asked numerous times, though after spending a few hours searching I wasn't able to dig up anything here. Could be that I am not hitting the right keywords.

Our forum is an artist/visual heavy forum and a bit of the users have been requesting this feature seen on other forums. Where Mods/Admins have the ability to promote/feature threads at the top of the forum.

i.e. http://forums.cgsociety.org/ or http://forums.3dtotal.com/

Are there extensions or products that are available that do this, or more of a custom nitty gritty thing to dive into?
