Header image linking to popular threads

How would one go about creating a feature as ZBC has here:

http://www.zbrushcentral.com/

Having image links at the top of the page to the popular (guessing hand picked) threads?

Is there an automated type feature for this or will it be the same as if an html website where you create the images and edit the html code each time?

Be easy on me as I've just installed and have no idea yet how a forum works (code wise).
