Restrict posting access by post count

I want to create a forum that people need to post XX times before they can post replies/threads.

I've created a new user group for the post xx times members, set up a promotion where the normal registered members group will join the new one after 5 posts, and restricted access to registered members on the sub forum.

2 things are eluding me though... a way to display a specific "You need 5 posts to reply" error message when the user tries to post there.

And also a way to make the promotion seem more "immediate" - I've set the user promotion cron to run every minute, but would like it if the promotion could happen instantaneously.

That did EXACTLY what I was looking for, and I didn't have to edit core files or mess with cron.
