How To Open Forum Link In New Windows ? (Subforum With Link)

hi, I'm using vb4.0.5

i have a question here about subforum that redirect to another link

so, my question is, how to make it opens in new windows when we click it ?

i know there is a modification for vb3

but in vb4, which one template that I need to edit ?
