Abusive users --- need help

I have a self help forum for women that has barely 500 members... yet

some miserable people are coming on cursing, calling names, making fun of and generally putting down the people that need the help.

I dont know what to do here.

I have tried banning them and they just re-register and come back in greater numbers.

any suggestions are appreciated.

Wasnt there a mod called "miserable users" or something that forced them to keep seeing an error page or something?
