Slow: Stuttering Text & Image Movement

Hi,

Just a quick question,
I have moving flags and a radio that scrolls text {Track Playing} now unless i`m moving the mouse at all times both are very slow and have jerky movement.

Is there a setting hidden away in VB Version 3.8.5 that may cause this.
Moving the mouse makes the flags and radio text smooth.

Any help would be welcome.
