Posting via Email?

I'm not sure if this is a programming discussion or not....

Background:
I run a motorcycle website.

Many of the members use a SPOT device which can send sat tracking messages as well as SOS and Help messages.

The SOS messages go to a company which will dispatch emergency search personnel so that is covered.

However, the 'HELP' messages can be set to email a list of email addresses.

What I want:
1 - I would like to setup an email address to provide my members so they can add that to their list for Help messages only.
2 - I would like to filter emails so only the ones with a specific subject get processed, the rest considered as spam
3 - I already have a Rider Assistance sub-forum where new threads are moderated
4 - I would like new emails to auto-post a new thread in my assistance sub-forum and then the mods can approve, the SPOT will let us know where the member is and would allow the nearby members to help.
5 - This all assumes the type of help needed is not from emergency personnel, just things like flats, mechanical issues.

Can anyone point me to the right direction for implementing something like this, I don't believe it exists now. I also think it would be something other motorcycle or hiking or adventure-sport related sights might find useful.
