Blocking non-IP addresses

I've noticed a lot of guests that are known forum spammers like "dsl212-235-107-91.bb.netvision.net.il" that fill up my "current users".

I know how to block the IP addresses, but how would I block something like that so that they can't just suck up bandwidth?

Another that seems to live on my guest list is: "spider74.yandex.ru"
