Member banned?

Hi

I have an established member that is showing as banned when he tries to log into the site. He has recently changed ISP but he isn't showing as banned, neither is his IP showing up in the ban list.

He can access the site via a proxy which leads me to belive that he is somehow banned by IP.

I can't find anything via the admincp - can anyone suggest where else I should be looking?
