How to seperate Forum Categories?

having a hard time figuring out how to seperate forum categories like how many other forums are: Example https://vborg.vbsupport.ru/index.php

has:
News And Announcements - then a bunch of furms and sub forums underneath

and

Community Discussions - then a bunch of furms and sub forums underneath
Community Central - then a bunch of furms and sub forums underneath
