HTTP Error 403; Forbidden

I have a user that keeps getting the following error:

"HTTP Error 403: Forbidden
You are not authorized to view this page. Please try loading a different page."

What's weird is he is using a Blackberry Tour, however, another member has the same type of phone and can get in. What could cause this error?
