COPPA, only by mail

Hi, I have a board wich must check the age of people registering in exactly as COPPA does (besides that the age limit must be 14 years, but I already found how to manage that).

The problem is that I must make it working only by email, so there must not be fax to be sent, and the check must work completely online using a double opt-in over the parent's email: the kid enters his/hers email and his/hers parent one, then the parent will get an email with the authorization code.

I know that this is more exploitable than the original way (by fax) but my client is asking for this method and i need to implement it.

So, anyone knows if there is already some plugin to to that, or if there is a way to modify the way how the original COPPA registration works?
