Order Forums by number of threads

Please Friends help me in this 2 items

1.- I would like to change forum positions according to how many threads they contain , Exists some way to do this by admincp or by code and in what file?

2.- Actually my forums show the last post but I would like to show the four latest posts of the each forum ?

My Version is 3.8.2
