Permission set up Plz help

Can I use the promotional to use as secondary...

For example:
20 post members promote to user group 2 [as a seconday]
50 post members are promoted to usergroup3 [also as secondary]
100 post members are promoted to usergroup 4 [also as secondary]

so when you see a user they would have Multi usergroups. ?
there by each usergroup [promo] would have different features that open up to the member.
Like blog when one reaches 100 posts.

How would I set that up so that user can move to have multi features?

My think is that if I have to delete many posts from a user [due to off topic chit chat], they would also drop in there promotion.

I am also open to suggestions and ideas.
