competition mod/hack

I am looking for a mod that does this:

A link is posted at a co-operated site, when a user who is registered at my forum click it, it takes the user to his/her controllpanel in my forum, and the click is registered. The user and admin can see how many click the user have registered, and from witch page the click came from. Maybee also a overwiev of the sites clicked and the sites not clikced jet. When a person hwo is not registered clicks at the link, it goes directly to a "register here" site.

This is going to be used in a competition on our site.

Is there a mod already or is it possible to develop it?
