Allow users to upload and share videos

Is there or can someone make a hack that'll allow users in a certain usergroup to upload videos to my server, give the user their code, and share them in forum.. Sort of like a youtube for my forums. Willing to pay if it's made to my satisfaction. PM me or reply. Thanks
