i dont understand

now everything thing i have tried off here does not work shout box a few other to name one i have 3.7.3 dont know whats going on here,,,,,,, all i need is a few things darker screen and shout box and the color for user level and casion ,,,,,,,,, can someone tell me how to do it i am a newbie
