how to make new box in the editor screen under the smilies.

i want to make a link to the album manager just under the smilies box in my forum. in my editor the smiles are to the right of the editor text box and there is some good space underneath it which is crying out to be used.

also can i change what happens when someone clicks on the insert image button in the editor? i would like them to use the album manager on my site whenever possible but if they click "no thanks i have my iamges hosted elsewhere" then they can still just enter a url for imageshack etc
