Moderate (Approve/Deny) Promotions

Here is what I am basically looking for/wanting to do. I would like to setup a promotion, which is no big deal, but instead of fully automating it I want to make it so that an admin has to do one finally approval/disapproval before the promotion goes through.

So lets say if the promotion is 100 posts, and then User X gets access to a special section of our board. Well, once User X gets those 100 posts all or just one of the admins get a pm/message where they get to make a final yes/no call on if that promotion goes through or not.

Anyone have any idea on how to do this, or know if it can/has been done?
