Using the "css" values

Hey all! I been writing a new plugin (YAY!) and I need your help since I have now clueless on how to proceed.

Here is what I want to do:

1. Be able to add my own things to the CSS editor, like the "Forum Jump Menu" section, but it be my own tables, which would be more preferable.
2. I need to do is be able to access the individual CSS color values of certain things. i.e. $css[.vbmenu_control][background] should output: #738FBF, but it doesn't do so.

That's my problem. I will continue to look into it, but I thought I get some help now.
