Profile link to send member an email and/or PM

When members elect to not receive PMs, their Profile doe NOT show a link for it.

...but when a member elects to not receive Email, the link is still there...and it goes to the "Sorry" message.

Can we make it so that if a member elects to not receive email, there is no link for it in their profile?
