Problems with moving admin option select menu

Ok I have this coding

And I'm trying to put it into a select menu to use less space on my page, I've made an attempt but it doesn't work, it seems to think its the moderation menu for moving threads, locking, unlocking etc.

I was told that maybe it was the forms so I closed a form tag before this coding and opened it again after and its still not working, can someone tell me what I'm doing wrong?
