Errors in Drop Down Menu and Quote Coding

Hi everyone,

I'm having an issue with coding. My drop down menu for my board's affiliates aren't linking to the other sites. Could someone take a look at the coding and help me out? I'd really appreciate it.

Also, my BB codes for my quotes work only part of the time. Usually when I go through "Advanced Posting". If I go through Quick Post and manually insert in , it usually does not work.
