restict access to thread starter and staff

Hello,
what i would like to achieve is something like support system with VB

i have VB setup somewhere, i want to create a forum in it,
where Only thread starter and staff should be able to see threads,
no other people.

is there anyway to achieve it or am i just dreaming?
