Paid Subscriptions Help

I'm running 3.5.3, so I don't have the luxury of Transaction Logs.
I'm attempting to set up a Paid Subscription and the following is what I did:
Set up a new User Group
Set up a new Forum
Set up a Paid Subscription to allow only those who are paid subscribers to view that Forum
Added a test cost of $1
I Activated the PayPal API in Payment API Manager

In PayPal:
I added the IPN return address
I am using my primary e-mail address as the address in the Paid Subscription Payment API Manager

The following happened:
My test account went to the User CP, clicked on Paid subscriptions and followed through to paypal.
Payment went through, payment was processed, both parties received an e-mail confirming the payment was send/received.
In the Database - paymentinfo logs the transaction
The user was not added to the paid subscriber and the action does not show up anywhere else

Can anyone help? What am I doing wrong?

When I manually add a user, they are getting the proper permissions to view the forum, but vbulletin is not doing anything on it's own.
