Create a plugin which only appears at a specific time?

Hi guys,

I want to add this code, which launches a floating window on our forum:

But we only want it to appear between 8pm and 9pm when we operate our talk radio station on the site.

Is there a way to create a plugin with this code which I can then tell to only launch at 8pm and onwards but not after 9?

Any help would be very appreciated
