Custom programming, will pay $$$

Hi guys, I have a website using vBulletin 3.6.5

This is what I want to do.

Registered users to have the option to purchase a Team Pass using Vbulletins payment system for paypal.

I need a page where the user can purchase the team pass:

Once the user has purchased the pass. I would like The user to have a NEW Navigation button show up (only for registered paid members)

Lets call the button : Team Builder :

After the registered user completes payment, they will now have access to this button. When they click it, they should be brought to a page, were there are 6 custom input fields. These fields need to be stored in the database.

Custom Fields::

Team NAME: -----------------------

Player 1: - Registered user's profile field[6] (which I already made, its the users Xbox Live Tag)
Player 2: -----------------------
Player 3: -----------------------
Player 4: -----------------------

Back up player: -----------------------

-----------------------------------------------------------------------------------------------------------------------------

So the newly paid user, needs to input 3 players and a team name - I want back up player to be optional.

After that they click submit and there done. I would like them to be able to go back to this page when ever they want, until ( I the admin, disables the Team Builder.)

After is all said and done, I want ONE more page created to show a list of all the teams participating with members and team names.

I do know some php, but I really don't know how to do it in vBulletin.

So any help would be most appreciative, and If you can do this no problem with ease then we can arrange some kind of payment.
