Is there ha public mod for vbulletin.org style mod posts?

Hi, I know I shouldn't probabilly post this, but after spending over 6 hours looking on 3.5 and 3.6 sections I still couldn't find a hack which would make the first post of a selected subforum look like the ones here for modifications.

By this I mean a hack which makes the 1st posts of a selected subforum to lokk like this (any mod would do). I'm pretty sure I've seen a modification like this but can't find it. I would appreciate your help greatly.
