Feature Discussion Module

I'm probably not searching right but I can't seem to locate a way to create a featured discussion listing. Preferrably this would be something that sits in its own module above the listing of forums such as is done on the SearchEngineWatch Forum - http://forums.searchenginewatch.com/

Does anyone know of an add-on for doing this that works with 3.6?

Should make it clear that I'm not talking about sticky post. But posts selected as being highlighted for that day/week.

Also, I would like to ideally be able to create a RSS feed for just the featured discussions.
