Users must agree with rules to create thread or reply

Hi

I'm not sure if anyone's requested this before.. but if anyone could help me I would appreciate it

I run a forum filled with support sections, but my main problem is that a lot of users tend to not search first or look at the stickies.

I would like to request a hack where a user clicks on "new thread", there would be rules listed like "I agree that i've searched or read the stickies before this" Same with replies.

It would be nice if it was also category based .. b/c I'm pretty sure this would annoy users who create a new thread in a non-support category.
