Limiting admin privs

Hi..

Under admin of users it states..
This setting determines whether an admin will be able to access the Users, Usergroups, User Titles, User Ranks, User Reputations, and User Profile Fields areas of the Admin CP.

It looks as if when someone has user permissions, they have the ability to approve, deny, promote, ban, modify, etc.
I have a user that I want to take care of new mebership requests ONLY..
She wants to get involved, and I would like to help her, while limiting the damage she could do. I Would like het to approve mew membership requests ONLY.

Is there a way to further edit user permissions, to allow her to take from email application to junior member, and deny all other admin access options?
