The Time is being weird on my forum???

Can anyone explain how and where the time settings are and function? I have my timezone set to -7 in the date and time settings in the user CP but for some reason it keeps saying that 'All times are GMT -6. The time now is 02:54 PM.' on the bottom of each forum page. What gives? Any way I can make a GLOBAL change to everyones account so that the correct time shows up?
