timelimit do howlong users can edit their threads

is that possible or would that have to be a hack? also where do i change the automatic add title to threads, because on my board if a user doesnt enter a title, it doesnt allow him to create a thread, and it automatically puts the RE: {ORIGINAL TITLE} in the title.
